The Uganda Electoral Commission has appointed Mr. Richard Baabo Kamugisha as its new Secretary, effective March 4, 2026. The announcement was made in a press release dated March 10, 2026.
Mr. Kamugisha had been serving in an acting capacity since late 2024, following the departure of the former Secretary. His confirmation ensures continuity in the Commission’s leadership as Uganda prepares for upcoming electoral activities.
In his new role, Kamugisha will serve as the Accounting Officer and Head of the Technical wing, overseeing operations, administration, and the integration of technology in election management.
A veteran of election administration, Kamugisha has worked with the Commission since 1999. He has held several key positions, including District Registrar, District Returning Officer, Head of Field Operations, and Director of Operations.
Under the Electoral Commission Act, the Secretary serves a five-year term, renewable once. His appointment reflects the Commission’s commitment to professionalism, stability, and modernization in Uganda’s electoral process.
